Alniunu-Tushpa Transfer Hypothesis

A White Paper by Scott Rutberg on the relationship between recently-discovered underwater ruins at Lake Van, and the earliest stages of the Urartian civilization.

Urartu emerged around Lake Van in the early first millennium BCE as one of the great Iron Age kingdoms of the Armenian Highlands. Its rulers created fortified capitals, irrigation works, inscriptions, temples, and a distinct imperial material culture. Yet the origins of its monumental architecture remain debated. Standard accounts regard the massive stone foundations at Tushpa—modern Van Fortress—as products of Urartian state organization and quarrying. Others have noted a more complicated picture: Urartian builders commonly combined heavy stone bases with mud-brick and timber superstructures, while the earliest royal inscription at Madır Burcu says that King Sarduri I *brought* foundation stones from a city named Alniunu before building his wall at Tushpa.

That wording raises a historical question that has never been fully settled: where was Alniunu, and what exactly did Sarduri’s builders acquire there? The inscription identifies a city as the stones’ source, yet no universally accepted terrestrial city matching Alniunu has been established. The conventional answer may prove correct—that the stones came from nearby extraction areas or a lost settlement now difficult to identify—but the text leaves open another possibility: Sarduri transferred ready-made architectural stone from an older urban landscape.

Recently reported underwater masonry in Lake Van gives that question new urgency. Divers have described fitted stone walls, stepped features, and circular structures at roughly 23 meters below the surface. These remains are not yet securely dated, fully mapped, excavated, or scientifically sampled; their age, extent, and lithology remain open questions. They should therefore not be prematurely declared either Urartian or pre-Urartian. They are, however, real archaeological evidence of a submerged built landscape in the very basin where Alniunu is thought to have stood.

The Alniunu–Tushpa Transfer Hypothesis brings these issues together in a single research question. It proposes that Alniunu was an older settlement spread down Lake Van’s steep shore gradient, with its uppermost, most accessible stone districts selectively dismantled for Tushpa while deeper sectors survived beneath the lake. Under this model, the underwater ruins visible today may represent only the shallow surviving edge of a larger drowned city.

The value of the hypothesis lies in its testability. Bathymetric survey, underwater excavation, petrography, isotope analysis, alteration-rind dating, and close study of the Tushpa blocks can determine whether the stones, the ruins, and Sarduri’s inscription truly belong to one historical chain of events.

A Working Thesis for Caja Rumi

It argues that naturally weathered granitoid formations—potentially associated with the Coastal Batholith and shaped by spheroidal weathering, rindlet formation, saprolitization, and exfoliation—may have provided ready-made forms that ancient builders selectively hollowed and refined into stone boxes and fitted lids. The document emphasizes the need for non-destructive geological study and feature-specific archaeological dating before assigning the site’s construction definitively to the Inca or any earlier culture.
